when i visit my testpage with the iphone 5s,
it shows the "mobile version" but the Menu and content is very small, means it is not scaling.

Yes. You are using IFRAME (I don't know why).
If you visit the REAL website URL, it works fine:
http://www.goldsturm.hosting-kunde.de/kulturkellerei/
Unless you have set this iframe yourself, it is a hosting issue. No reason you should be using an iframe for your website, unless it is just temporary.
