I'd like to set my startfx to flying stars as opposed to the blur effect. How do I set this to stars?

Thank you for your response. I saw that but it didn't help much.
1. I don't see the starlayer.swf in my web site
2. The article doesn't tell me anything about what settings to change in the ini files to use the stars effects.
Have you used this effect? Any idea how to actually use it? Thanks for your help.
