Actually no, usually you just overwrite the files and that's that. But in some cases, like when upgrading from an old version we require you to move a config folder. Check this article on the subject: https://www.photo.gallery/documentation/upgrade-imagevue/

Even if you are upgrading from V1 (from years ago), you can still keep your gallery content folder and structure. You just need to redo any themes and settings.
