That would have to be an optional "lock", because I know many people dont agree with you on this. I myself dont like scaled up images, but at the advantage of seeing images in fullscreen, sometimes its worth it.
Already, the zooming system works like this - It has 4 phases:
1. image scaled down to fit screen including minimum margins
2. image in original size
3. image scaled up to border stage either horizontally or vertically (what comes first)
4. image scaled up so it covers entire stage, cropping either some vertical or some horizontal part of the image.
The above phases my be reduced to 3 and even switch places depending on the size and aspect of the image, and the size of the stage/screen they are being viewed from.
