I just realized today that in additon to creating a new language file, you must also change the setting to use the new language file under Settings > Language. In addition, this is case-sensitive, which I should have known although seemed to forget.

Thats right - Unfortunately, all settings are not as streamlined and integrated as perhaps you might want. Amongst other things, thats because of the flexibility and amount of themes we provide(and now soon multiple configs also). It will be complex to be able to set languages on a single click for multiple config files. Perhaps you will have various config files with various languages for example ...
