I built a folder and put a lot of pictures into this folder, but only a few of the thumbnail can be created. I tried many ways, but I still can not make it.

Looks like you have your images from some shady sources, jpgs are broken and php can't even recognize that this is an image, if you try to view em from admin, you will notice that you can't see fullsize image for those files.
So the only solution is to resave those files. You can use batch conversion built-in into www.xnview.com for example. It's free image viewer/converter.
