Is it impossible to upload the user (php) added on the panel from the file with the permission?

What do you mean? When you create a user, you can choose what folder they can access.

Also, if you click "customization", you can choose other permissions:

Sorry, but the Files implementation in X3 is basic for now. It can only inherit the primary login, and it can't be assigned different permissions.
