I bought the version of "private license" ($ 54.00 USD): can I upgrade to "commercial license" ($ 150.00 USD) paying the price difference?

Yes. Go to
https://www.photo.gallery/purchase/, scroll down and click "Other Licenses" and you will see
[Commercial License Upgrade 96$] at the bottom -
