When upgrading to a newer version does one need to start from scratch?

Actually no, usually you just overwrite the files and that's that. But in some cases, like when upgrading from an old version we require you to move a config folder. Check this article on the subject:

Even if you are upgrading from V1 (from years ago), you can still keep your gallery content folder and structure. You just need to redo any themes and settings.
