I would like to create a white border around the thumbnails.
Can you tell me how to do this ? Admin Panel or CSS?

Thumbnails frames are set from the THEME settings in the admin. Go to Admin -> Themes -> edit your theme -> thumbnails.thumbnails.frame*

If you cannot edit your theme, you will first need to copy the theme. Read more:

Some themes already have a white frame around the thumbnails, so I guess you are using one that does not.
