There is OFFSETX for menu offset in horizontal position. There has never been any vertical offset, mainly because the the menu is attached and aligned to the top. There are other settings which may mimic this behavior ...

Since you are asking, I expect you have a menu that is always open / does not collapse, and is not very long?

I have the same request. I have a logo that is on the top left that now the menu covers. How can I move the menu down 50px?

You need to go to admin -> themes -> edit your theme -> vertical_margin
