Am I misinterpreting something here?

Within admin, I can grab an image and drag it around. However the x remains on it, as if there is no drop zones enabled yet.

See the banner at the top^^^ grab that and drag it, you could probably drag it to your desktop if you wanted. I would imagine it's the same in the IV admin panel?

Sorry, that is just your browser ... There is no drag-and-drop functionality in the admin yet, although we are working on that for a new release of the admin.
