License cost for multiple Gallery applications...

I recently noticed some questions requesting help on implementing multiple galleries. I then thought, well what does this really mean "gallery" and how does this get covered in the licenses? So, before you answer the question, please consider the various permutations.
Individuals, families, schools, churches (other non commercial entities), photographers and other artists, art and other galleries, architects, and so on...
What is a gallery?
Why would one have multiple galleries?
When would one be required to pay for an additional fee because either as a commercial or non-commercial user, they have exceeded the "allowable usage for one license".
