In config, settings, the second option says:

"Sets the path of the first gallery folder. If set to false, no gallery will display"

Where do I set this to false? I can't find it anywhere.

good point, but let me ask - Why would you want a totally blank startpage? You would normally point it to a gallery, or at least a start folder with an image, a logo or something at least ...
