Yes, the developer licence works in the same way as the other licences. You only need to get the commercial licence if the gallery is to be used on a 'commercial' website(for example a company site or a professional photography site). "Consecutive commercial licence" is a licence for users who already have a commercial licence, and want to get another licence at highly reduced price.
