Can I give permission to only one gallery and upload it?

Admin - Full
User1 - Upload Gallery 1
User2 - Upload Gallery 2

User permissions required panel database version, available from Settings > Panel > Login type. After database install, you will have the option to create users limited to specific sub-directories.
