I noticed that in menu in mobile view i can't click the parent menu if there is an option for submenu?
Is there anyway to open the parent menu so user can view it in folder view?

Clicking parent menu items in the sidebar menu is reserved for child-menu open/close toggle. How would the visitor be able to view child menu items inside a folder if clicking the item opened the link instead of expanding the menu? Unfortunately, this is a logical feature of the sidebar menu. You could argue that the visitor would almost always want to access a child-page directly anyway, and the sidebar menu helps them do that.
One Alternative
If you really want to force the visitor to visit the parent page first, you could go to page settings -> menu, and check "Hide child pages from menu".
Effectively, this will hide child-pages for this page in the menu, thus making it clickable. A visitor would then be able to visit child-pages from the folder-listing of the parent page.
