0.15 - Fixed Topbar Menu

It seems like that the Topbar isn't fixed anymore.
Not sure what you are referring to, do you have a link?
I am looking at the demo website which has "fixed-up" (is fixed when visitor scrolls up at certain velocity):

Both running 0.15.1.
