I don't have Create Folder permission, but i can see the menu.

I don't actually understand what you are asking. There are no permission options to "not see menu". In your screenshot, it looks like the user is pointed to a folder that doesn't exist or doesn't have any child folders?
Are you requesting that we add new user permissions option to "hide menu"?

(Clicking the New button does not seem to create a folder.)

Ok, I will look into it. To be honest, I am thinking about a creating a new X3 control panel with improved everything.
