Did the upgrade script ever complete? I ask because your page still says
X3.22.3 in diagnostics page (latest version is X3.24.3). That means you haven't updated or that you have a PARTIAL update.

How to proceed?
Regardless of how it happened, you need to complete the update. Either run the
x3_updater.php again, or download
X3.latest.update.min.zip, unpack it, and upload everything in the update.
If you want me to try for you, I will need panel login. I wonder why the updater did not complete ... At least you should have an error. You seem to a few permission and restrictions on your server, which could prevent the updater from being able to write files. ALL X3 files/folders in your X3 directory
need to be writeable (except content/config), so that X3 can update the files.
PS! Maybe not related, but your /config/ and /content/ directories are not writeable. Even after successful update, you won't be able to add pages or save settings. As long as you are aware of this.
