Unfortunately, for now, this is a limitation with image titles and descriptions (and links). X3 is a file-based system, and it needs to store image titles and descriptions in the folders
page.json file. The "filemanager" aspect of the panel, is quite simple, and basically only copies/moves files from one location to the other ... It cannot copy the data, as that would require a quite complex operation.
Maybe in the future, we will make it possible, but for now it is a limitation. Your only option if you are moving files around that include titles and descriptions, is to store titles and descriptions inside the image as META info (IPTC). This is not done from the panel, but would have to be done by a desktop application, like iPhoto.
