Currently no. Any reason you need to change integral parts of the X3 application, where you changes offer no logical benefit? The simple reason why a fixed footer is better (apart from the nice effect), is because it's easier to read when it's not moving. You can only apply this logic to the footer, because we are sure there is nothing below it.
