Since X3 is a "responsive" gallery, this is the default behavior. It will never display a small image at full screen width unless 1) You are using the "wide" layout and 2) you are using the vertical gallery layout.

Personally, I am not a fan of this approach for X3 as a modern gallery, but that's my opinion. X3 is essentially very flexible, but the backside to that, is that we somehow have to deal with making all these settings more intuitive without bloating the interface....I am not sure I understand the question ...
