Is it possible to have two logos

One at the header and a smaller one (same or different) at the footer.

In your panel, you can go to custom/footer/ and basically add any html. Are you using text or image logo? You should be able to add something in the footer at least, but it may require some custom CSS to style it identically as in your header ...
