I am guessing these are users on iPhone (iOS)? The download functionality on iOS is awful, but there isn't much I can do about it, because this is how "downloads" work on iOS ... It's kinda obscure. It wasn't actually long ago that "download" on iOS wasn't even possible.
If you or your users have downloaded non-image files from another website, on mobile, with a better experience, I would be happy to review it. I took the time to test again from iPhone, and it works as it should.

Click "download" and user will be prompted to download of course.
Here comes the poor part. After download, there is just a tiny blue icon in the url bar, indicating a download has happened. To make things worse, this icon does not always show if there are continuous downloads (although the downloads still happen).
Clicking the tiny blue icon will open a menu, and in that menu, you will find a "Downloads" button. This button is not obvious either, but the download is there.
Clicking the "Downloads" option in the menu above, will show a quick overview of recently downloads files.
Clicking the zip file will open it in the native iOS "Files" application, where they can click to unzip, and then view the images of course.
As mentioned, download is awful on iOS. Perhaps you or your users have been used to single-file image downloads? That is more obvious of course, because it's manually triggered by "share" or "save as" and the image can be saved directly to the Photos app. We can't do that of course, because the whole point of the downloads is to download multiple files, and that can only be done by ZIP. I haven't actually tested Android, but Android should handle downloads much better as it has a more traditional file system like desktops.
