Input Screen Failure

I have read a few Post here about this issue, but i have not changed the hierarchy of the software, I uploaded the files exactly how they were provided. I have also tested the PHP on the server, and everything looks good. the site is

that actually clues me in to nothing, as I'm not an experienced imagevue developer. any other ideas?

can someone please give me some guidance as to how i correctly implement this? i see the <startheading> in the config.ini file which i changed and it does not change the title of the page i can edit the index.php title but i should not have to.
