But when the folder kattbo is created i can go in and change the name to kà¤ttbo.So it dont work at the first step i have to do it two steps. first create kattbo then change it to kà¤ttbo.

This is because we enforce plain latin characters in foldernames to maintain 100% flawless server compatibility. Simply create the folder with this name "kattbo" - After it is created, in the TITLE field you can add the value "kà¤ttbo". Titles support ANY characters!
That is basically why TITLE exists, so that you can create an unrestricted alias for your foldername(which is restricted).
