I'm quite amazed I couldn't find a topic related to this.
In the Admin module you can set descriptions to both images AND folders.
The one on the folders is displayed in a "hover over" window, which hides itself when moving your mouse away from the uncollapsed folder menu.
I had put a link in a folder description, but quickly realized my mouse was never going get to that link.
It works fine on image descriptions.

Unfortunately that's the way it works. You can create descriptions for any item including images and folders, and descriptions may include basic html including <a> links. The main menu displays folder descriptions in a tooltip on rollover, so you won't be able to have accessible clickable links available there.
However, if you are using the latest version of Imagevue, folder descriptions are also available after you click them gallery item. They will display above the thumbnails, and so any links will of course be available from there.
