Adding Description to the picture

dear all:
before opening the topic i have search the forum and came across the following links:

in site (a) the supporter said and i made the changes but no effect although it said to keep the name of the file or not i removed that even. thats working perfectly but the photo description is not showing up although i have saved the description. so that problem that could be.
all i want when ever the visitor have mouse cursor over the picture the description should come as a tool tip. and in slide view the description should be shown either the bottom or at the top. where file name is been shown.
please help.
