Where to add META TAGS to my page

Hello,
I'm trying to add some Meta Tags to my page so I can make it easier for people to search google for my page. Where do I write the tags to??
The config.ini file?
Or the Index.php File
Sorry for my ignorance! I just don't have any experience with this stuff
