Uploading problem on IE using specific user and folder

hello! my problem is when i log as a user for specific folder not an admin. i can browse and click upload but stuck on the uploading process even the jpg is small in bytes. but when i log as a administrator no problem at all uploading on any of the folders. on the old imagevue16 no problem at all only in this new version 17. btw when im using IE only.
