Basically it seems possible even now - there are some small webservers like Xitami which run php. Coupla weeks ago I stumbled upon some nifty Installer-Server-Php package which can prepack everything you need on cd even with installer if you want to distribute it, but unfortunately lost a link. If anyone knows what I'm talking about - post a link please.
